Accelerating the Elimination of Outdated Steel Capacity in Multiple Regions in 2025
In 2024, policies in the steel industry have become frequent, with "phasing out outdated capacity" becoming a key term. In response to the call for strict control of capacity and the promotion of green and low-carbon development, many provinces and cities nationwide have released work plans, specifying 2025 as the time node to gradually eliminate or upgrade restricted equipment.
Cities such as Handan, Qingdao, Rizhao, Jincheng, and others have proposed increasing the requirements for energy consumption, environmental protection, quality, safety, and technology for outdated capacity, and promoting its gradual exit. Qinghai Province strictly prohibits the acceptance of outdated capacity from outside the province, and cities like Xining guide the orderly adjustment of industries such as steel. Anhui Province, Sichuan Province, Panzhihua City, and others are promoting the exit of outdated capacity in accordance with laws and regulations, and have specified that a batch of restricted equipment should be phased out or upgraded by 2025. Chongqing, Jiangsu, and other places are also accelerating the exit of outdated capacity in key industries. Guangdong Province is strengthening the review of electric arc furnace steelmaking equipment and restricting and eliminating outdated capacity in accordance with laws and regulations. Guangxi Zhuang Autonomous Region is also eliminating outdated capacity in accordance with laws and regulations.
In addition, the State Council's "2024-2025 Energy Conservation and Carbon Reduction Action Plan" requires that by the end of 2025, the proportion of steel capacity above the benchmark level of energy efficiency should reach 30%, and more than 80% of the capacity should complete ultra-low emission transformation. These measures will optimize the industrial structure, reduce pollutant emissions, promote continuous improvement in air quality, and achieve a win-win situation for economic development and environmental protection.
We look forward to the steel industry becoming cleaner and greener with the concerted efforts of all parties, contributing to the battle for blue skies.
